Minutes of April 3, 2013 adopted.

Pechter, Bartlett Woods (11-1.2)   Katie Carroll recused herself from the discussion since she is a direct abutter to the property.  Reid Silva presented a six-bedroom septic system construction permit application which requires no variances.  The Board approved the application.

Schuhmann, 11 Round Pond Road (35-1.4) The Board discussed a letter from Well Driller John Clarke requesting an irrigation well permit for a property in Squibnocket.  The Board considered and discussed the situation as presented by the driller, and requested a detailed proposal and plan in order to consider options and conditions for this water-sensitive area.

Rowe, 22 Kennasoome Way (11-55.4) The Board held a discussion with Chris Alley and Bret Stearns regarding the illegal hook-up for the guest house.  The system has passed inspection; however, at the time that it denied the proposed hook-up, the Board had expressed concern about the potential demand on the system.  The Board suggested that replacing the 1,000 gallon septic tank with a 1,500 gallon tank, or adding a 1,500 gallon tank could extend the life of the existing leaching system, and suggested that a plan be presented to the Board for consideration.

PWS 4062006, Chilmark Library and Community Center:  Marina Lent reported on the  irrigation and treatment system and Water Meter placement for the water system serving the Chilmark Community Center and Library.  It appears that the meter is measuring both the Wastewater and the irrigation water.  This means that we have no means of assessing maximum loading of the fragile septic system during the summer months. It also implies that the irrigation water is running through the pH treatment system. She suggested that a meter be placed to capture only Wastewater, and that the irrigation water be diverted directly to the irrigation system.

 The Board asked Marina Lent to outline the tasks of the Public Water System Operator to communicate with the Library Trustees and Chilmark Community Center committees regarding the services rendered.  The Board also raised the question of the position description for the BOH Administrator/Inspector, and asked Marina Lent to review whether the responsibilities being carried out are adequately reflected, and to presented an updated position description prepared in 2011 to the Board at its next meeting.

Wampanoag Water Testing Lab   Bret Stearns informed the Board that the lab is certified for bacterial testing and will receive the State contract for the bathing beach water testing this coming season.

Collins, Tea Lane Farm, (12-4.2)The Board noted a verbal request discussed with Marina Lent to maintain the low-performance existing well for household use, rather than decommissioning it. The Board did not have sufficient information about the proposal to reach a decision, and invites the owner and/or her representative to attend a future Board meeting.

Oberfest, 10 Valley Lane (3-47) The Board received a plan submitted by George Sourati for an un-permitted tie-in of a detached bedroom to the septic system. Following a bedroom count conducted by Marina Lent, the Board had determined that the seven bedrooms exceed the capacity of the system;  the owner has submitted a letter re: decommissioning a seventh bedroom in the basement by removing a sliding door from the exercise room.

Conroy, 22 Greenhouse Lane, (33-33) The Board reviewed the DEP approval of an above-ground tight tank application for the rapidly-eroding property.  The Board asked Marina to contact the DEP and the Engineer for the project to determined how the tank will be sufficiently secured to prevent the possibility of rupture of the plumbing connection under foreseeable conditions (ie high-force winds impacting an empty, plastic tank).

2013 Septage Hauler Permit for Jays Septic Service   Jay Araujo came to the Board to bring his application for the 2013 septic permit.  Katie Carroll noted that the annual license is not optional, and encouraged him to renew promptly in future. She also pointed out that he had initiated pump out of the Chilmark Tavern without advance purchase of a pump out permit as required by Chilmark BOH Regulations.  The Board approved the annual license for Septic Services.

Grazing Sheep on the Chilmark Landfill cap: Marina Lent updated the Board following a site visit to the landfill cap.  She concluded that the farmer will have to provide effective portable electric fencing.  Matt Poole pointed out that any ungrazed portions of the landfill will still have to be mowed, and stressed that landfill engineers should conduct an assessment of the impact of grazing.  

A Rabies Vaccine exemption has been issued for Tiki Mayhew, who has a compromised immune system secondary to Juvenile Cellulitis (Puppy Strangles).

Temporary Food Event Permits: Chilmark PTO Bake Sale 4/6/2013; Chilmark School Community Lunch (Robert Lionette) 4/12;  Shellfish Group Chowder Contest (Amandine Sourier) 4/20;

2013 Bathing Beach Permits:  have been issued for Lucy Vincent Beach, Pond at Lucy Vincent (Chilmark Pond), Menemsha Beach, Squibnocket Beach

Lombardi, 33 Abels Neck Road (31-5) The Board took note of an Title 5 Official Inspection Report. The system passes.

Lang, (Cecily), Menemsha Inn Road (21-38.3) well completion report received, potability passes

Lang, Helen, Menemsha Inn Road (21-38.3) well completion report received, potability passes

Kidd, 11 Greenhouse Lane (33-151) as-built letter and plan received, Certificate of Compliance issued.

Ping4 Letter of Support to County Commission:  At the request of Dukes County Emergency Manager Chuck Cotnoir, Marina Lent wrote a letter to the Commission in support of establishing the Mass Ping4 notification system as an emergency notification system that can reach visitors and tourists.
